I made this to avoid huge notifications at startup while still keeping a way through CCSE to check if the mod was correcly loaded.
Logically, if CCSE is not installed, checking for CCSE should trigger false and do not execute the statement. Thinks there is something wrong.

When I commented it out and turned the else statement into a normal call the upgrades loaded in correctly.
I do not have CCSE installed, just this mod. That seems to be what is causing this specific issue
This mod is the only mod I have installed. It is in the fourth position after all of the built in sample mods that come default with the game.
When the game is launched, the upgrades menus is empty and hovering over the area does nothing (no tool tip appears).
Disabling the mod then resetting the game with the new changes from the mod menu makes the upgrades reappear.
Likewise, enabling the mod then resetting the game with the new changes from the mod menu makes the upgrades disappear.
The above is consistent and reproducible each time the above is done.
I'm on the current version of the game, on a fresh install, and a new save.
I cannot reproduce your bug on my game, can you please send me your mods list and an export of your save so I can investigate further? Thanks in advance.
