That you'd have to ask the developers for an accurate answer. But my guess would simply be engine layout. A.K.A. It's how their game engine works.
But it doesn't have anything to do with a console version of the game. Console versions of games are developed with 'Developer kits', versions of those consoles that have special functions for developers of games.
unfortunately I have bad news about this mod if you use custom or pantheon rulers
with this mod enabled --
the former has the choice of 'overwrite' (custom ruler file) disabled AND the latter has both 'overwrite' and 'create a copy' disabled
I turned this mod on and off to verify it was this mod causing this and not another mod

can you come up with another reason why the PC version of AoW4 uses session folders to save games rather than a generic Save sub folder like EVERY other 4x game??

That's highly unlikely. Because for one, the way consoles and PCs work, specifically the OS running them (Windows/Linux vs Console OS), run and act in completely different ways themselves. I mean, if they didn't you could just pop in a PC game disk, and install it on the console in question, which you obviously can't do.
Why developers go out of their way to add such insignificant character limits is beyond me.'
in the case of AoW4 the answer is very likely due to the fact Triumph has been pressured by Paradox to have the same game code for both the PC and the console version of the game
hence the utterly ridiculous concept of saving a game save file in a session folder and not being to rename a file in a file manager in such a session folder and then have the game be able to load such a renamed file
very likely also the reason names were truncated artificially for the PC version of the game
