50 Construction Slots - Falling Star

This mod increases state construction limit to 50. Amount of construction slots per state not changed (unlike in original mod!), so additional slots can be gained only by focuses/decisions.

Why this mod exists? Because Falling Star mod adds so many factories by focuses, that they can't fit 25 construction limit. Also the mod has decisions for industrial development, which add even more factories in states.
