Low Risk Reconnoitre (Exile DLC)

Reduces the risk of the Reconnoitre action creating a Trace card from 30% down to 10%, for those who are allergic to nuts.

The mod Reconnoitre Ces Noix seemed to be decently well received, and a user named Vortis requested I make a separate mod to balance Reconnoitre without completely removing the Trace risk. A 10% Trace risk is already defined within the game files (id: minortracerisk) so that was the easiest value to implement.
