Real Sonar - Affliction Performance Fix

This patch changes how the vibration damage affliction applies muscle damage to reduce the performance impact when a lot of characters are afflicted by it for example during submarine vs submarine missions.
The amount of muscle damage applied over time stays the same as before, but the way it is applied to your character internally is changed.
Another change is that muscle damage now only heals over time if you're not suffering from vibration damage.
