Yes these are really bad. I love them because its perfect to make a map, especially an early start one. This way you get to build something to take people out of their terrible living conditions. This makes sense if you think about a country that just went through a revolution because living conditions were unbearable. And, as I mentioned, vanilla buildings are usually around 80% quality, which means maybe even better than some of your starting buildings.

bo is the building like unfurnished, stained with chemicals, minefields inside, infestations (mouse and rat) partly flooded to it be so bad

My only concern here is i'd be concerned the housing quality is so low that without spamming monuments and bars people will just up and leave due to the low quality, hopefully i'm mistaken

Monuments are for 35% loyalty..

It think is possible with good monument coverage.

Can people be 50% happy in low quality house? With alcohol and without radio station..

Great work. I hate how old buildings sometimes have a super-high quality. That would make no sense. I do remmember I once had a map that had housing built on it; when I did move people to new flats they get mad because the old, decayed housing was like 92% quality and the new flats were around 85%.
