Buffed Satsuma

Adds Barrage (+3 to the range of the naval bombard ability) to the Satsuma faction in the fots campaign.

The point of the mod is to buff the Satsuma in Lost Domains mod relative to the other imperial factions, given that it is not that unique of a starting position to have 2 settlements at the beginning.

It always bothered me that the Satsuma did not have more navy-oriented faction bonuses given the prominence they would later enjoy in the Imperial Japanese Navy.

This mod does not overwrite vanilla data tables so I don't expect compatibility issues.
