Limited Recruitment

This makes it so that each region has a base recruitment number of 2 units per turn. Of course any additional buildings, edicts etc will build off of this base number.

Allows for a bit slower of a campaign and so that you and the AI cannot just so quickly rebuild armies, making battles somewhat more decisive.

***Made with 1212 AD and Medieval Warfare in mind, but will work with any mod and vanilla also. Just load above (with priority) over whatever mod you're using.
