Remade Police Riot Zombie

I've always found it odd that the riot zombies are shown to be security rather than actual police force, so I installed an addon to fix that. The addon however, looked off to me, so when I went to check the textures, I noticed some inconsistencies. That inspired me to remake it entirely myself.

This replaces both the L4D1 and L4D2 riot zombie textures and the L4D1 riot's vmts. Gradients are left untouched.
