Features
  • Changes the "Found Custom Kingdom" decision to allow vassals of emperors to create a custom title.
  • Game rule: by default, AI vassals are not allowed to found custom kingdoms as a vassal.

wish I had this yesterday, I wouldn't of had to rebel against my liege for independence only to create a custom kingdom and immediately swear fealty again.This will probably come in handy in the future, thank you.
