Replace the varangians with the scholae palatinae unit that has both inf and cav, it will boost discipline, morale, fire and shock attack but has slower reinforce speed and higher upkeep. Add special privilages to the estate that boost the scholae. Something like this:Burghers: scholae in the navy, increases influence of the estate, adds special unit capacity, reduces naval attrition when on transport for this unit. Nobility: Scholae military training for nobility, increases influence, adds special unit capacity, increases land leader shock. Etc for the other estates.
Make the varangians a mercenary groups with fast looting speed and an extra shock pip. Bigger manpower when allied or we have a scandinavian subject.
If you are planning to add some more gov reforms, add something for culture conversion since thats what the romans are known for. They were heavily assimilationist.
