Cerebral's Districts Rework: Seo Districts

This Mod acts as a rework for Marvin Seo's two District Mods, and are explicit and necessary requirements for this mod.
This mod follows my Vanilla District Rework design, but is not required. These Districts will produce Ribbons per week, which have different effects.

Memorial Ribbon (Stack Limit: 2):
User: +8% Crit if HP Below 50%, -8% Crits Received if HP Above 50% (Quest)

Performance Ribbon (Stack Limit: 4):
User: +20% Move Resist, -15% Stress Received (Quest)
