AI Nations will randomly have a chance to gain a wargoal on a random neighbouring country based on the following:
- If they are currently at war
- Opinion of target country
- War support
- World Tension

Can you make a variant that's less chaotic by any chance? E.g. claims on cores only. There's some many weird wars breaking out in this mod that it's a bit much haha. Cool concept though, but would just love a more realistic variant to play post-WW2 with :)
