I did not know that solution. I only found this one on the guide a long time ago and probably before the one you posted.
Clearly is a key mapping issue.

In short, its supposed to be the way to rebind keys as there is no option to do so in the game itself but after creating the file, un-commenting the lines, and replacing the "KeyBinding_ActionBar_3" line to *actually* use 3 and not "-", we have not had any issues with key bindings.
Sorry author for commenting twice, hoping to fix formatting issues with this one.
If for some reason Steam blocks the text above just look up how to rebind keys using PCGamingWiki and that way you don't need to mess with your system language. As a side note I highly recommend that website when trying to play any PC game from around or before 2010.
