My guess is that I misunderstood the ability text. My civ has a majority religion and my enemy also has that same religion as a majority religion (displayed in the victory screen). Does the +7 buff require my enemy to have a different majority religion from me (like Philip's ability?) Because the text reads "Land military units gain +7 Combat Strength against religious enemies ." I interpreted this to mean "if opponent has any majority religion, then Lithuania gets +7 cs against them (regardless of Lithuania's religion or lack thereof)". If it is supposed to be only against civs with a different majority religion, then the ability text should probably be reworded.

The combat strength without text should from an alliance as that modifier does not a modifier string (assigned text). The religious ability is identical to Philip II's ability and it would have text if it works correctly. These are separate abilities (stackable) and it sounds like the alliance buff is working as it does not have text (just like how Gilgamesh does not have a modifier string).
Do you have a religion that encompasses 51% or so of your civilization? Does the enemy have a different majority religion? When a unit from an enemy unit dies, does it spread your majority religion? That ability is separate too, but it would indicate that there is a majority religion. The victory screen would also indicate if there is a majority religion.
