Adds the Loyalty mechanic[civilization.fandom.com] from Civilization VI.

The same mechanics as described by the wiki page, with the following changes:
- Nothing relating to Civ VI Governors/Great Ages
- No growth/yield penalties from low loyalty states (seemed overly penal)

To make compatible with my City Health mod, copy the files from the 'City Health Compatiblity Files' folder in the main mod folder and overwrite the ones of the same name in both the /Mods/Civ 6 City Loyalty/UI/ folder and the /Mods/Civ 4 City Health/UI/ folder.

Lastly, any plans on adding barbarian clans mode? or at least barb camps can become city-states if theres a free slot.

Also, palace (capitals) should have max loyalty, so city-states and 1city civs don't lose their home city.
And, will free citys belonging to former players/city-states should resurrect them (become theirs).

I'd really like to make it slightly easier to cause enemy cities to rebel. Is there a value I can change that will cause that?

Medieval super late reply, but the Il Principe version has been updated so that they become City-States instead of Barb Cities. (Unless no dead CS to yoink, then they're barbs.)
