Why would you want that?

Avert loyalty issues in capital:
Early capital flips are a common issue in hyper-dense maps - either pre-made ones or those generated for "more players" setups. Granting each civilization an early governor safeguards the capital.

Flexible governor strategy:
Early promotions (and, thus, second tier governor capabilities) become a viable alternative during ancient/classical age, as governor grants are more plentiful.
