RHS Armor Fix for Ace3

描述

In this I changed the RHS Armor values with ACE3 to not have the body armor be nigh un-killable from small arms.

Vests for both RHSAFRF and RHSUSAF now take damage with small wounds slowly progressing.

Helmets can now block a small amount of pistol and (maybe) rifle ammo.

I plan to revisit this and update it (Especially since ace has had a few updates since)
When I do i'll let you know the ACE Settings I use

I managed to fix the armor values on my server with the ace passthrough setting, so don't hurry for my sake.
