This still works for 4.0 Just tried it :)

doesnt work on top of the loader and the bottom of the loader.

Still works in current update, only issue remains that the AI tends to... abuse it by spamming a lot of negative traits for very little returns.

I've moved it to the end of my load order (Irony Mod Manager) and it doesn't work

i moved it down on my load ordewr and it worked

Starting a new game with no other mods installed, this mod still works. It is likely another mod you are using is overwriting the same file.
You can check if any other mod has the file 00_species_archetypes.txt, or has any other files in common\species_archetypes.
The easiest way to do that is to go to steamapps\workshop\content\281990, and search for 00_species_archetypes.txt
If there is more than 1 file, that is why it wouldn't be working.

I think 3.8 broke the mod @Jort

Doesn't work. Still only have 5 trait picks with this mod installed.
