Extra Safe Captain Operations

Adds a simple modifier to lower the ambush chance of various operations you send your captains on by 40%. currently modifies all operations which have an ambush chance as far as I'm aware.

All operations which can benefit from a lower ambush chance have had the chance reduced by 40%, this not a flat 40% taken off, it is 40% off whatever % it usually is.

For example a 50% ambush chance would appear to be reduced by only 20% which takes it down to 30% ambush chance. This is because 40% of 50 is 20. Escorts can still be used to lower it further as always.

Several operations have flat 0% ambush chances and so have been unchanged.
