Sushi now is working on other mods, so we could say it's in inconclusive hiatus, although the mod is very complete as it is.
Sushi decided that there would nto be naval units, because i nthe lore of Highpeak, there are only a few Lakes on the world of Highpeak (The world is literally a big floating island in the middle of nowhere, with a fixed sun always in one side, so one side has eternal sun, the other has eternal darkness)
Also yes, all factions have at least 1 flying transport, no naval units but some few are amphibious, other go over cliffs
It's odd to see no navel buildings/units though, was this done with purpose or are you still working on the mod? I'm just curious because it rules out quite a few maps both in-game and on workshop.
Although there are flying units but I don't know if every faction has flying transports, I imagine they do I just haven't tried them all yet. That's why I'm asking.
Either way it's a very enjoyable mod and I appreciate all the work you've put into making it.
