Way of Life gives rulers many things to do besides waging war and preparing to wage war.
Monks and Mystics introduces societies to the game which is a key feature for Faerun, although I'm not sure how much of that content is actually DLC locked.
Reaper's Due makes illness, epidemics and health actually fleshed out and interesting.
Legacy of Rome unlocks retinues, which are a pretty fun addition to the military part of the game.
Sons of Abraham: Not essential, mostly fluff for the Abrahamic religions
Reminder, if you do not have the portrait dlcs, make sure to get the "no portrait" submod linked in the mod description.
This mod has a huge number of republics compared to vanilla, so The Republic will significantly increase the range of nations you can play, including classics like Waterdeep and Amn.
Sword of Islam unlocks key mechanics for Calishites and Zakharans.
Old Gods and/or Holy Fury gives playable pagans, and unlocks various mechanics used by core religions too.
Horse Lords gives you nomads, which critically includes Yamun Khahan.
Jade Dragon gives access to Shou Lung.
