No, editing INI files won't help here. Even this mod is a hack, since you can't just disable this popup directly.

No, My2k is a different service, and it doesn't make Steam offline, achievements should be fine.
Well I subscribed and ran the base game, it didn't work, I guess i'll have to install an alternate launcher.
I haven't tested it on vanilla version, to be honest. If I'll return to modding, I'll add an info about it to the description.
