RimWorld will only load the first copy of any given assembly it finds, so if the first copy of FloatSubMenu.dll it finds isn't the one from the actual Float Sub-Menus mod, and that assembly is out of date, things will break.
Moving Float Sub-Menus higher up your mod list so that its copy of that assembly file is the one RimWorld actually loads will probably resolve it.
also yeah i know lol this is the fifth time i've purged my mod list down to vanilla in an attempt to keep it at a reasonable size only for the number of mods to creep all the way back up to 800+ despite my best intentions. i have no self-control when it comes to mods ;-;
You also have too many mods. ;)
