Chocolate Projection Fix

While still being in development, I have spun off this project for now in this seperate sub mod which should be able to be loaded on top of Chocolate regular.

This addon changes the way borders, mountains and rivers look by adjusting the entire balkans to the Miller Projection used by the rest of the Europa Universalis Map. Currently only updates the balkans, but more is on the way.

There are probably a few problems that still need to be sorted out, but it can take days to sort through it myself.
