More realistic time and capacities etc. with adapted price and cost

Changes:

Vehicles:
- higher capacities
- higher costs (buying, energy usage, maintenance)
- increased acceleration
- increased quality
- higher depot capacities

Stops:
- increased catchment area
- increased quality

Map:
- time runs much slower
- higher population
- less traffic
-increased walking speed

You have to select it at the beginning of a game. You can find it right below the difficulty.
If the ruleset doesnt appear in the list try unsubscribe and then subscribe the ruleset again.
