debugwhite Fix

A simple material replacement for the debugwhite material found in the Material tool list that fixes artifacts found in the original material and optimizes it for the best performance. The original texture has an almost invisible line, which is fixed with this addon.

This fix also applies to the "shiny" material and any other material that uses the replaced VTF.

A completely new texture was made from scratch. The VTF was made using the I8 texture format instead of DXT1. It's also properly optimized. The texture is only a single pixel large, compared to 64x64 in the original texture, and uses point sampling.
