first of all, the Ikarus 260/280 buses from these mod are colored in specific USSR livery. These yellow busses were exported especially to USSR and no other place.
Second, there were nor "retired" metro cars, nor "free" Ikarus buses.
Actually, USSR SOLD brand new E type metro cars and then 81-717/714 to Budapest Subway till 1990s/
Third, Yes, these buses originate in Hungary and most of them were built in Hungary (but they were built in a bunch of places, f.e. in Russia or even in USA). These buses destributed worldwide, but most (like 85% of them) were SOLD to USSR from 1972 to 1990s, and then they were built in Russia by license in 1990s-2010s.
May be that it is why someone call them "Soviet", alhough these busses are iconic for Poles, East Germans, Czechs and, off cource, Hungarians themselves.
The interesting fact is that Ikarus busses were sold even to USA and assembled there, they ran in Texas. Also Orion company built Ikarus 283 vehicles for Canada.
