If you can't drive/spawn it then you're probably still in 1.2.2 on the main branch; 1.3.0 is currently in experimental branch, meaning there are some bugs and it isn't ready for a full release yet. To access the experimental branch, go to your library, right click Brick Rigs, click properties, click betas, and click the drop down menu to update.
