Not to mention you also have MDP, or Ministry of Defence Police, who are heavily armed. The protect nuclear sites, escort nuclear weaponry and conduct raids on targets who may be plotting or be involved in terror incidences regarding these nuclear sites. Their jobs are very boring, however, they do in fact always carry firearms in marked police cars.

Some officers patrol with firearms, such as AFOs and DPG officers.
Not to mention that the MDP also always have firearms on them.
So yes, not all of them are armed, but a significant amount are. You go to London for a week I can assure you you'll see a police officer with a firearm.

They will typically drive BMW X5s, not vans. CTSFO (Counter Terrorism Specialist Firearms Officers) however, they primarily drive unmarked vehicles.
You also have DPG (Diplomatic Protection Group) who drive cars, vans etc. (typically bright red - with the typical yellow and blue battenberg livery) they protect key sites such as parliament and Buckingham Palace. DPG are also in fact, armed.
