With this mod loaded, Smersh vests (both vanilla and retextured) attach to the belt slot. It looks like you have overridden the SmershVest class to be assigned to the "Hips" slot:

class SmershVest: Clothing
{
inventorySlot[] = {"Hips"};
itemInfo[] = {"Clothing","Hips"};
};

In Vanilla it is the "Vest" slot:

inventorySlot[]=
{
"Vest"
};
