描述
Adds Merperson civilizations:
- Merpeople can now breathe air in addition to water.
- They'll send caravans in the winter.
- They're like elves in that they're picky with what they take. However, they're fine with wood products and hate animal products.

Yeah, they should be able to send seiges as well. Restricting their locations is a great idea! I just changed their settlement biomes, but it'll take generating a new world for it to have an effect. One of my long-term goals is to also make them playable, but I'm focusing on refining the mod first.

Love this concept, but now it's got me wanting additional complexity... like limiting their outposts to regions adjacent to water sources, for example.
