Those are the new cosmetic items from Smissmas 2022 update from TF2.

Changelog:

V 1.0:

-First Release.

-Updated models to December 6th patch.
-Download by subscribing is available now.
-Updated Preview Images.

So there is a clipping issue with the Heavy Heating which causes it to clip really bad on the heavy. It's like the model is too small for the heavy causing his arms and parts of his back and chest to clip through the shirt

how do i actually get to these items? im a bit confused as this is my first time downloading clothing from the workshop

I used a paint script and used "Base Paint" option, and it only painted the paintable parts, it's a bug for some items, maybe it will be fixed in a future by Valve.
