after a thousand restarts and rewriting of the text, you need to do the following:
1) Copy from Victoria 3 folder file with government types (:\Steam\steamapps\common\Victoria 3\game\common\government_types). In my case it is "01_monarchies".
2) And do this:



It's important that you write it at the beginning, otherwise the game will read this file from top to bottom and trigger on base government forms, since they have broader conditions. If you paste this at the bottom, then your form will not appear in the game.
This is the reason why in this file all unique types of governments are described at the very beginning, such as Shogunate, Tsardom, etc.
