For the other part of the balancing puzzle, I'd highly recommend switching to the new Chemthrower Addon Redux, which, among other things, moves Canisters to their own dedicated slot. In the middle of a few projects at the moment, but will get everything linked and updated in the next week or so.
And yes, I'm aware the spec is on the weak side currently... I've got a few changes in mind that should help a ton (using all the feedback from Odd's Season 8), but haven't had a chance to push them through yet. Will be taking a look in a week or so.
These changes are likely going to break some classes in ongoing campaigns, sorry! If you notice any characters that did lose their class, use my Console Helper's RandomizeClass command with one or more old specs, or (temporarily) remove the new exclusions in the matching spec's XComAmalgamation.ini file. (they'll be clearly marked as being new)
(not 100% sure if higher chemthrower tiers will show up if you did not start the campaign with that mod, but it should work at least)
