Tram stops are possible on the wide pavement side. That's on purpose because in the parking lane tram-people would cross over the street. That always looks a bit ugly because the passengers are floating in the air. Therefore stops are only possible on side with the wide pavement. If you want to have a tram stop on the other side, then the road has to be built in the other direction. :-)
As regards to my asking to make this road from my city - it's because I need this road to try to build it in the city I live.
Unfortunately, I cannot fully reproduce your problem. The road is adjusted so that cars can park on one side while on the other side there is a wide sidewalk. If you need parking on the other side, then you have to build the segment in the other direction.
Your request: This is currently not planned. :(
