Fiddled a bit with command positioning and was able to slightly improve it again 11/965/23 or 11/927/25 . Still worse power consumption than before the change of the input values. Your's is better cost wise now, while also close at power consumption, nice.

Unfortunately I had to add a line, to handle the larger input values.
That changed my scores to 11/976/25 or 11/1004/24

Fun challenge. I've enjoyed solving it, thanks.
I feel, there has to be a better solution, but I wasn't able to find it.
As there is no data in the histogram, can you share the score for the intended/developer solution, to get an idea if I had the right approach?
Solved it in 11/901/24 or 11/914/23
