Something that I realized is that Paradox actually had plenty of opportunities to fix this but they keep missing opportunity after opportunity to fix it

A bug, but funny to see something like a smile instead of WIP word. Got the same icon for buildings when some capitalists tried to invest in NULL_STATE.

The smiley face is a placeholder that's used if a modifier can't find an icon, so neither a bug or a feature but rather a oversight. The no name thing i have no idea since I've only had it happen when I've messed with modifiers while in game. I'd guess that whatever triggered the modifier didn't have the modifier defined correctly. Hence why it still has a timer
