The extreme floatiness can make landing more difficult sometimes, but Acid Armor can also help with that
And I like how the down smash is a stance change that gives you access to strong moves at the cost of limiting your mobility to hopping and Skitter Smack. Also I like the imagery of a Lampent balancing on it's head and hopping around.
Overall very cool mod!
Love how unique the moveset is. The third hit of the jab being Imprison and therefore doing no damage but applying a lot of hitstun is a nice touch, and I love how the Shadow Ball works. The multiple unusual movement patterns and the mixup potential really sell how it's a ghost type move. Also, the roll and airdodge being Shadow Sneak and Minimize is cute.
Also I like how while you didn't just make Lampent straight up able to fly like in the official pokemon media (because that would probably be OP), you made them extremely floaty and gave multiple moves that stall them midair or lift them off the ground like the Dash attack, Forward Air, and Fire Spin. So they still have that feeling of levitating.

I feel their up smash is too strong btw, can easily link it 3rd jab hitstun and kill at 70% ish from mid stage
