Yet Another Wanda Tweaks

A bunch of options to tweak Wanda.

All of below can be set to On or Off:
- Alarming Clock base damage is set to 81.6 / 68 / 59.5 / 51 / 42.5 / 34 / 27.2 / 17;
- Second Chance Watch applies health penalty just like Telltale Heart;
- Wanda spawns with Second Chance Watch;
- Second Chance Watch doesn't break when haunted by Wanda. Still has default cooldown;
- Second Chance Watch has no cooldown when haunted by Wanda. This also makes Second Chance Watch not break on haunt.
