80% of resources will be refunded when you demolish, replace or downgrade buildings or districts.

I know this sounds like a lot but I did some research and the UK recycles approximately 90% of building materials & the USA recycles approximately 76%. So, shut up & subscribe to my mod.

Unfortunately there's no way to extend this to ships, starbases or starbase modules & buildings, only to buildings & districts on planets, this is the best I can do.
