Military Spirits without No Step Back

Lets you add military spirits, a mechanic that is usually locked behind No Step Back. Works fine with NSB enabled too. Spirits can be selected from the Politics window.

Compatibility
Likely compatible with most mods. However, the GFX may get screwed up if used with mods that add new idea categories and new military spirits.
Not achievement- and multiplayer-compatible.

Notes

• Unless you have NSB enabled, the game will not give you a notification saying that mil spirits can be selected.
  
• The AI will not add military spirits to their countries unless NSB is enabled.
