2. click see local files
3. go to common
4. then open subject types with a notepad (idk if normal one works, i use notepad++)
5. search "liberty_desire_development_ratio" in the notepad
6. modify its value to your liking.
there's a different "liberty_desire_development_ratio" for each type of subjet, but you almost always the type of subject is some lines above the line you wanna change.

liberty_desire_development_ratio = 0.25
for example here you can change your vassal liberty desire per development from 0.25 to 0.05 like this mod, and if you want to have de-facto no liberty desire per development just change the number to 0.00001
they have liberty desire from negative prestige and relative army\economic power
