I haven't downloaded the mod to verify, but I don't think so. It appears that vanilla-modification mods like this one overwrites vanilla files instead of patching them. Getting it to have the same effect as those mods should be rather simple, though, as long as you have a basic understanding of code.
Specifically, you will want to edit the following fields in what will probably be a file called "TIProjectTemplate.json":
"factionAvailableChance": 100,
"initialUnlockChance": 100,
"deltaUnlockChance": 100,
"maxUnlockChance": 100,
Setting all four values to 100 (which means 100 % ) will guarantee that you not only always get the research, but get it instantly as well. Just like how Guaranteed Project Unlocks works.
If you want you *AND* AI to be able to do it, the simple file would be the TIEffectTemplate.json file, looking for "Effect_RapidDiplomacy". It reduces the time by 20% each for 3 projects (0.512x normal time = 92.16 days after the following 3 projects are completed):
It is used by the Projects "Corridor Diplomacy", "Common Cause", and "United Effort".
These would be moddable, but this specific mod probably shouldn't change it. A new mod (or a mod name change, if Navigator//hydro-71 wants to implement it) would be in order.
