Monument for Overlord LCA (English)

Similar to Monument Effects for Overlords (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2833880336) , but only included vanilla great projects, and make files by a python script. If you wanna compatibility for other mods, just move all those great_projects and localisations files to this mod's _doc folder covering the vanilla ones, and run _doc/parse.py. Everything rest is to update the on_action files.

You can further enhance the python script so that it can process on_action, or to check flags of large mod's existence for dual compatibility in generated code.
