Is there any way to modify the texture? I opened the image in the mod folder and it doesn't give much

I have a special request for this locomotive. I know this is probably frowned upon but my father has a very close tie and attachment for Rutland/Green Mountain RS1 #405. Could someone make a livery of that locomotive for this? I would really appreciate it.
