! Dosmod Lithoids Habitability Fix

This is a simple mod that replaces the Lithoids 50% bonus to habitability with a 65% habitability floor. This change is primarily designed to keep Lithoids similarly balanced to vanilla with regard to habitability for colonization purposes, but removes the unbalanced effect that the 50% bonus has on the logic choosing which pop to grow.

This should result in Lithoid pops being selected to grow at more reasonable frequency.
