These are headhacked models from America's Army 3, using citizen heads from HL2, they include bodygroups. soo you can customize their headgear and other neat things. (Use the context menu to change them)

These models are rigged with citizen animations, soo if you want to make them into NPCs, go ahead.

Since they have NPC animations, they also work with gamemodes such as: Clockwork, and Nutscript.
