[HARD] A track in a hell dimension with a unique pad type.

Remember that time when someone on the internet told you to "Go to hell"? It turns out they were a seventh son and here you are now.

Carcosa is a challenging track set in a strange dimension. Gravity is higher than on Earth, keeping pilots honest around the chicanes. The track also features two unique pads that boost weapon damage for 10 seconds!

Changes since prerelease:
- Add announcer
- Add ambient sound and sound effects
- Reduce texture scroll speed
- Damage boost duration 12 -> 10 seconds
- Damage boost sound volume increased
- Damage boost now has a visual cue in the form of a blood red trail
- Fix track description wrap around

I liked that poem.
And that track too. With a doomer shooter scenary that works better than I thought with BNG.

Each is once per race, but there are two of them and (in multiplayer) they are individual for each player. (This is less OP than it seems. They're both followed by corner sets that create a gap between ships.)

The dark Gothic scenery's really what sets this track off visually; layout-wise it's about on par with Luna in its difficulty, generally being free of layout-based tricks and twists, barring those Quad Damage pads. How long do those take to reactivate after being run over, if at all?
