Probably got it from a deleted/banned content pack from a server. All those "server content" packs are just stolen content.

I found "WasteApt" in a GMod addon pack saying "ALL GMOD BANNED ADDONS"; I don't see anything wrong with it? Why was it banned?

I was just wondering whats the story behind the map WasteApt like why is the earth a wasteland and what caused it?

I don't know the name but I know it's a core file included with HL2/Source SDK. The file path is sound/test/temp/soundscape_test/tv_music.wav
